With reference to Lord Elgin's

Despatch No. 263 of the 2nd. of last December, I have the

honour to transmit the correspondence noted in the annexed

schedule, and to inform Your Lordship that, as the British

Municipal Council at Tientsin is unable to guarantee the

payment of $8,843, being the estimated loss on the British

Post Office at Tientsin for next year, as calculated by

the Postmaster-General in the minute of which I enclose

a copy, I have given orders that the Office is to be

closed on the 10th. of next October.
